On the way to visit our planned sites we saw this in the mountains. Apparently the water is tapped/piped from within the mountain to turn the turbines to generate electricity. We saw many of these along our route, some much bigger and higher. Was not able to stop and take pictures as the road is windy and narrow (with no shoulder to stop on).
